Unauthorised SIM on Your CNIC? The Complete Action Plan

Scope: this page covers SIMs registered against your own CNIC. Pointing any of it at another person’s number is an offence under PECA Section 16. Our legality page maps that line. Rule out the innocent explanations

Most scares end here, so give this stage five honest minutes. The registry follows the CNIC that signed for the SIM, not the pocket it lives in.

Four entries that are not fraud

• A forgotten data SIM from an old dongle or tablet still counts against you.
• A number you bought for a parent, spouse or sibling sits under your name.
• A ported line shows under its current operator, so an old Jazz number moved to Zong now sits in the Zong column.
• A child’s SIM rides on a parent’s CNIC by design, as our minors guide explains.

Ask the family before you assume fraud. A two-minute call has closed more of these cases than any helpline ever will. A late relative’s numbers follow their own path through the deceased-person guide. Entries that survive this household audit are the ones worth taking further.

A SIM you handed to a friend also stays yours on paper. PTA repeated that warning on 24 July 2026, and anything unlawful done on that line is attributed to the person it is registered to. Our SIM-sharing warning covers it.

Where do the unexplained entries come from?

An unexplained SIM entry often started at an operator’s sales counter, not with you. PTA issued eight enforcement orders against all four operators on 13 and 16 July 2026 under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996. The stated grounds name SIMs activated against subscribers’ CNICs without their knowledge, consent or physical presence.

Seven of those orders carry the earlier date and one the later. PTA also cited biometric lapses, weak Live Finger Detection and poor franchise oversight.

Press reports of 15 to 17 July 2026 put the combined penalty at around Rs 740 million. The per-operator figures those outlets published do not add up to that headline, so we do not repeat the split as fact. One reported case says a raid on an authorised Lahore franchise recovered laptops, biometric devices and around 150 SIMs. The full record sits in our report on the July 2026 fines.

So the stray line on your record is a known failure with a paper trail behind it. That is useful at the counter. You are not the first person to walk in with this complaint, and the regulator has already ruled on the practice.

The clean route: block and disown at the franchise

When nothing criminal has happened, the fix is a counter visit. You cannot do it online, because the step needs your live thumb against NADRA records.

How do you disown an unauthorised SIM at the franchise?

1. Go to that operator’s own franchise with your original CNIC.
2. Say the words “SIM disowning” and name the number you want removed.
3. Give your thumb impression for the biometric check.
4. Pay the fee, capped at Rs 200 and waived in fraud cases under PTA’s rules of 1 January 2024.
5. Collect the reference slip before you leave, and keep it safe.

Then match what you found to where it goes.

What did you find?	What happens next?
A SIM you forgot you owned.	Keep it, or retire it through the extra-SIM guide.
A SIM bought for family.	It is genuine, and it still counts towards your cap.
A ported number under a new operator.	Same SIM, new column. Nothing to fix.
A SIM you never bought, with no misuse yet.	Franchise block and disown.
A SIM misused in your name.	NCCIA report plus franchise, in the same week.

Expect the counter to be stricter than it once was. Instructions reported on 24 July 2026 extend biometric verification to duplicate SIMs, ownership transfer, disowning and number portability alike. The same reports put responsibility for illegal sales on the operator, not the franchise alone. PTA has not published the formal text, so we describe it as reported. The 365-day lock, and why speed matters

Speed is your best move, because new SIMs are now harder to disown. PTA’s advisory of 24 May 2026 placed a 365-day lock on disowning and transferring newly issued SIMs. That brake is aimed at fraudsters who churn numbers through borrowed identities.

The side effect lands on victims, because a brand-new entry on your CNIC may not clear at the counter the way an older one will. So the fraud report, not the franchise slip, becomes the document that carries your case. Report inside the first week and the record shows a victim acting. Sit on it for months and you end up explaining the delay instead of the SIM.
