Where the 8-SIM cap comes from
The number to memorise is eight. Every Pakistani CNIC may carry a maximum of 8 registered SIMs, and that ceiling splits into two baskets: 5 voice lines and 3 data lines. This is not an operator rule or a marketing tier. The Supreme Court fixed it on 5 November 2015, in a bench led by Chief Justice Anwar Zaheer Jamali, and PTA has enforced it against every network since.
This ceiling did not start at eight. When the first limit landed on 21 May 2012, a single CNIC could hold just 5 SIMs in total. A 2015 revision widened the room and drew the voice-versus-data line that still governs your allowance today. The split: 5 voice plus 3 data
Pakistan’s eight-SIM ceiling is really two smaller ceilings stacked together. Five slots belong to voice SIMs, the ordinary call-and-SMS connections in most phones. Three slots are set aside for data SIMs: mobile broadband dongles, MiFi devices, tablet SIMs and dedicated internet lines. You cannot borrow across the two baskets. Filling all three data slots does not free a sixth voice slot, and the reverse holds too.

Two rows trip people up. An eSIM is a real SIM to the registry, so a voice eSIM eats a voice slot exactly like a plastic one. And a line that stopped working is not the same as a line you removed — a blocked SIM keeps its slot until you formally disown it.
One cap across every network
The single most misread part of the rule is the word together. Your allowance of eight is not eight per company; it is eight across Jazz, Zong, Telenor, Ufone and every other operator combined. Two Jazz SIMs, two Zong SIMs and a Telenor SIM already spend five voice slots between three networks. That leaves nothing for a fourth operator on the voice side.

To know where you stand, read the tally the way the registry keeps it. SMS your thirteen-digit CNIC, with no dashes, to 668 for about Rs 2, and the reply lists how many SIMs each network holds against you. At the cap: disown before you add
Sitting at eight is not a problem until you want a ninth. The registry refuses a fresh issuance once the relevant basket is full: no free voice slot means no new voice SIM, however clean your paperwork. So the fix is to make room first. Disown or transfer out a line you no longer use, watch the slot reopen, then buy the SIM you actually want. Families hit the ceiling fast. The reason is that a child’s SIM is not registered on the child at all. A minor cannot hold a SIM in their own name, so the connection sits on a parent or guardian’s CNIC and spends one of that adult’s eight slots.
