This ceiling did not start at eight. When the first limit landed on 21 May 2012, a single CNIC could hold just 5 SIMs in total. A 2015 revision widened the room and drew the voice-versus-data line that still governs your allowance today. The split: 5 voice plus 3 data

Pakistan’s eight-SIM ceiling is really two smaller ceilings stacked together. Five slots belong to voice SIMs, the ordinary call-and-SMS connections in most phones. Three slots are set aside for data SIMs: mobile broadband dongles, MiFi devices, tablet SIMs and dedicated internet lines. You cannot borrow across the two baskets. Filling all three data slots does not free a sixth voice slot, and the reverse holds too.

The registry refuses a fresh issuance once the relevant basket is full: no free voice slot means no new voice SIM, however clean your paperwork. So the fix is to make room first. Disown or transfer out a line you no longer use, watch the slot reopen, then buy the SIM you actually want.
