Who set the 8-SIM limit per CNIC?
The 8-SIM cap comes from the Supreme Court, not from any operator. On 5 November 2015 a bench led by Chief Justice Anwar Zaheer Jamali fixed the ceiling at eight SIMs per CNIC. That ceiling splits into two baskets: 5 voice lines and 3 data lines. It is not a marketing tier, and PTA has enforced it on every network since.
The number did not start at eight. The first limit landed on 21 May 2012, and it allowed just 5 SIMs in total. The 2015 ruling widened the room, and it drew the voice-versus-data line that still governs your CNIC today. The split: 5 voice plus 3 data
The SIM limit per CNIC splits your eight slots into 5 voice plus 3 data, and the two baskets never mix. Five slots hold voice SIMs, the normal call-and-SMS lines in most phones. Three slots are kept for data SIMs. That means mobile broadband dongles, MiFi devices, tablet SIMs and dedicated internet lines. You cannot borrow across the baskets: filling all three data slots will not free a sixth voice slot, and the reverse holds too.

An eSIM and a blocked SIM are the two cases people get wrong. To the registry an eSIM is a real SIM, so a voice eSIM takes a voice slot just like a plastic one. A blocked line is not a removed line either: it keeps its slot until you formally disown it.
How does the 8-SIM cap work across Jazz, Zong, Telenor and Ufone?
The SIM limit per CNIC covers every network at once, and the word together is where most people misread the rule. Your eight slots are not eight per company. They are eight across Jazz, Zong, Telenor, Ufone and every other network combined. Two Jazz SIMs, two Zong SIMs and one Telenor SIM already spend all five voice slots. That leaves nothing for a fourth network on the voice side.
You may hold one SIM on the network you use daily and still sit at the cap, because old lines on other networks quietly fill the rest. The records PTA and NADRA read are CNIC-first: they add up every SIM tied to your 13 digits, wherever each one was issued.
How do I check how many SIMs are on my CNIC?
Two official checks show where you stand against the SIM limit per CNIC. Send your 13-digit CNIC, with no dashes, to 668 for about Rs 2, and the reply lists how many SIMs each network holds against you. Because 668 answers per operator, add those figures up yourself. What happens when you hit the 8-SIM limit?
Once you fill the SIM limit per CNIC, no new SIM issues until you free a slot, however clean your paperwork. Disown or transfer out a line you no longer use, then buy the one you actually want. Two timing rules shape that move: a brand-new SIM carries a 365-day disowning lock, and taking a second fresh SIM in one visit can trigger a NADRA waiting period.
