The spine of Pakistan’s SIM rules is four dated decisions. The Supreme Court set the ceiling at eight SIMs per CNIC on 5 November 2015. PTA capped the disowning fee at Rs 200 from 1 January 2024, locked new SIMs against disowning or transfer for 365 days in its advisory of 24 May 2026, and issued eight enforcement orders against the operators on 13 and 16 July 2026.
PTA SIM rules arrived one order at a time, never in a single document. They built up across more than a decade, court ruling by court ruling and advisory by advisory. Some tightened the ceiling on how many SIMs one CNIC may carry. Others changed what you pay to disown a stranger’s line. A few decide when a shop may even sell you a fresh connection. Two entries need a caveat. The 365-day lock was widely misreported when it broke. We anchor it to gazette notification L-7646, dated 11 May 2026. Geo Fact Check rated the rule true on 4 June, after DG A. Shamim confirmed it. The merger, likewise, changed ownership rather than service. The Telenor brand, its SIMs and every USSD code still work exactly as before.
The July 2026 entries need a caveat of their own. PTA lists the eight orders on its determinations page, but the order PDFs are scanned images with no text layer. Press reports put the combined penalty at around Rs 740 million. The per-operator figures those reports carry do not add up to that headline, so we print neither figure as fact. The 24 July entries carry a similar limit. PTA has published no numbered circular and no dated regulation for the tightened issuance instructions. News outlets reported them on 24 July 2026, and the formal text is not public. The SIM-sharing warning is a repeat rather than a new law, since PTA issued a similar message reported on 6 June 2026.

What does disowning a SIM cost?

Settled history is also why some things are missing from the list above. Proposals do not belong on a timeline of rules. On 16 July 2026, for instance, PTA told a Senate committee that a uniform policy for at least 10 free eSIM transfers was being finalized, and the committee directed PTA to add retina and facial recognition checks for people whose fingerprints fail. The registry audit is quicker than it sounds. Sending your CNIC to 668 or opening the cnic.sims.pk portal takes about a minute, and twice a year is plenty. If you ever need more routes than those two, all 12 official methods sit on one page.

How much does removing an unknown SIM cost now?

Is it true shops cannot sell SIMs at night?
Yes. Since 19 May 2026, new SIM sales are barred between midnight and 6 AM on every network. The pause closes the overnight hours, where a rushed, poorly checked sale is hardest to police. Daytime sales run as normal. The rule touches only fresh connections, not top-ups or SIMs you already hold.
Did PTA penalise the mobile operators in July 2026?
Yes. PTA issued seven enforcement orders on 13 July 2026 and one more on 16 July 2026, covering Zong, Telenor, Ufone and Jazz. They were made under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996. Press reports put the total at around Rs 740 million. The per-operator figures in those reports do not add up to that headline.
Can I let someone else use a SIM registered on my CNIC?
No. PTA warned again on 24 July 2026 that handing your SIM to another person is a punishable offence. Anything unlawful done on that line is attributed to the person it is registered to. The warning is a repeat, not a new law. PTA also repeated its own advice: send your CNIC without dashes to 668, or open cnic.sims.pk.
