24 Jul 2026PTA tightens how SIMs may be sold and issued

Fresh instructions to the networks were reported on 24 July 2026. New SIMs may be sold only through authorised customer service centres, franchises and approved outlets. Every sales agent must carry a unique ID number. A NADRA biometric check against the original CNIC stays a must before a SIM goes live. The same check now covers duplicate SIMs, ownership transfers, SIM disowning and number porting (MNP). Scanners must use Live Finger Detection. If an illegal sale runs through a network’s own channel, that network takes the blame. PTA has not put out a numbered circular or a dated regulation for this, so the formal text is not public. 24 Jul 2026PTA repeats its warning against handing your SIM to someone else

In a message issued on Friday, PTA said that giving your SIM to another person is a punishable offence. Anything unlawful done on that SIM is pinned to the person it is registered to. No statute or penalty figure was cited in the reporting. PTA gave a similar warning in June, so read it as a repeated advisory rather than a new law. It also told citizens not to give a biometric scan in return for a “free” SIM. PTA’s own advice was to SMS your CNIC without dashes to 668, or use cnic.sims.pk. Our mid-July roundup sorts the month into two piles. Pile one is old enforcement being re-reported: the 3.2M deceased-CNIC tally for the year, and the telecom-data arrests. 16 & 17 Jul 2026PTA tells a Senate committee: 10 free eSIM transfers, and facial checks when fingerprints fail

PTA briefed the Senate Standing Committee on Cabinet Secretariat on 16 July 2026, chaired by Rana Mahmoodul Hassan. PTA Chairman Hafeezur Rehman said a uniform policy was being finalized so consumers could make “at least 10 transfers without cost”. The committee directed PTA to bring in alternative verification methods, including retina scanning and facial recognition through mobile apps, for people whose fingerprint check fails. None of it is in force. PTA has issued no notification, and press reports say the facial route still waits on NADRA approval. Exemptions for failed fingerprints already exist in three specified categories, granted on a medical certificate or NADRA verification. 13 & 16 Jul 2026PTA fines all four networks over illegal SIM issuance

PTA put a run of enforcement orders on its Authority’s Determinations page. Seven are dated 13 July 2026, against Zong, Jazz, Telenor and Ufone. More followed on 16 July. Press reports put the total fine at around Rs 740 million. The per-operator figures in the press do not add up to that total, so we print the headline number only. The orders cite Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996. The grounds, as reported, are simple. SIMs were switched on against citizens’ CNICs without consent or physical presence. Biometric checks were weak. Franchise oversight was poor. The order PDFs are scanned images, so the amounts cannot be read from them. Our full report explains what it means for your CNIC.

12 Jul 20263.2M deceased-CNIC SIMs: the enforcement-year tally resurfaces

Pkrevenue re-reported PTA’s figures for the year from July 2024 to June 2025. In that year, more than 3.2 million SIMs on dead citizens’ CNICs were switched off, and 891,000 dormant SIMs were blocked. This was not an overnight purge. It is a full year of work, back in the headlines. It is also a different count from NADRA’s 4.9M flagged list of 17 June 2025. Our numbers-untangled report keeps all three figures apart.

11 Jul 2026Two enforcement actions land on the same day

Two PTA-driven cases broke together on 11 July. Three men were held over the sale of telecom data, and 329 illegal SIMs were seized in Sahiwal. Both are set out in the entries just below. Read together, they show why no lawful “owner details” lookup exists. The trade is being shut down, not licensed, which is why finding a SIM owner by number has no legal shortcut. 11 July 2026NCCIA holds three for allegedly selling citizens’ telecom data

On a PTA complaint, the NCCIA arrested three men. They are accused of running a ring that took and sold private records: call records, SIM data, family papers and location data. 11 July 2026Sahiwal raid: 329 illegally activated SIMs seized, female suspect held

PTA said on its official X account that the NCCIA held a woman in Sahiwal. The agency acted on a PTA complaint. She is accused of bulk selling SIMs that were switched on illegally. Later reports put the haul at 329 SIMs across the four big networks. The lesson for this month is a simple one. Audit your own CNIC with the 668 SMS check or cnic.sims.pk, and see exactly how many SIMs are registered to you.

9 July 2026Fake-WhatsApp-accounts case: Sahiwal woman arrested on PTA complaint

Dawn reported the arrest of Safia Afzal, a Sahiwal resident. She is accused of making fake WhatsApp accounts as part of an organised ring. Fake accounts ride on real SIMs. That is why the self-check habit is still the best defence.

1 Jul 2026Telenor Pakistan merges into PTML (Ufone’s group)

The Islamabad High Court cleared the amalgamation on 30 June, and the merger completed on 1 July 2026. The CCP had given its conditional nod back in October 2025. Brands, codes and SIMs keep working for now. Expect codes and franchises to fold into each other slowly.

Jun 2026PTA telecom indicators: 208.06 million mobile subscribers

PTA’s telecom indicators now run through June 2026. Mobile subscribers stand at 208,057,255, up 2,048,776 in a single month from 206,008,479 in May. PTA’s own split is Jazz 75,421,212, Zong 55,600,136, Telenor 44,046,436, Ufone 30,810,942 and SCO 2,178,529. Those five add up to the total exactly.

The low point of the past year was October 2025, at 196,153,769, so the count has climbed by nearly 12 million since. Mobile-broadband (NGMS) subscribers reached 159,813,442, a penetration of 63.29 percent. June is also the last month PTA lists Telenor and Ufone as separate lines, even though the merger completed on 1 July 2026. Added together they come to about 74.86 million, which is our own arithmetic and not a PTA figure.

None of this says how many SIMs sit on your CNIC. Only your own 668 check answers that, and our SIM database page explains why no website holds a live copy of PTA’s records.

PTA warned that WhatsApp accounts tied to blocked or dead SIMs may stop working. It told users to check that their WhatsApp number sits on a live SIM with biometrics done. Forgotten which number a spare SIM carries? The codes to find your own number on every network answer that in seconds. The quiet lesson: your number is your digital ID, so keep the SIM behind it alive.

28 Jun 2026Expired-CNIC SIMs: the renewal warning, renewed

PTA said again that SIMs on invalid, cancelled or expired CNICs face phased suspension. About 4.9 million SIMs are in scope. The exact figure, 4,906,611, is NADRA’s count. It was first announced on 17 June 2025 by ProPakistani, then re-cited in this June-2026 report. Renew before expiry through Pak-ID or a NADRA centre; the full steps are in our expired-CNIC guide. Update the record with your network, and your numbers never notice a thing.

24 May 2026The 365-day rule: new SIMs locked against disowning and transfer

PTA’s advisory stretched the lock on newly issued SIMs from 60 days to 365 days. For one year from the start date, a SIM cannot be disowned or handed to someone else. The aim is to break the buy-use-dump cycle behind SIM fraud. Did a SIM show up on your CNIC that you never bought? Complain the same day. The lock covers voluntary disowning only, and fraud cases go down the complaint route.

Source trail, in order. The amended rules are the Subscriber Antecedents Verification Regulations. They reached the networks by PTA letter L-7646. That is a gazette notification dated 11 May 2026, hosted on pta.gov.pk. The public advisory followed on PTA’s official X and Facebook on 24 May 2026. The Nation covered it that same evening. The wider press picked it up on 25 May, which is why some sites cite the 25th. Geo Fact Check then gave its “True” verdict on 4 June. PTA DG Ahmed Shamim confirmed it by phone. Pages that cite a “June 5” advisory are repeating a fabrication; see the myths page.

19 May 2026Midnight-to-6AM ban on new SIM sales

New SIM sales are barred between midnight and 6:00 AM. Franchises and shops cannot switch on new connections in that window. SIMs you already hold are not touched.

8 Apr 20268.1M SIMs flagged on expired or renewal-due CNICs

PTA said that about 8.1 million SIMs sit on expired or renewal-due CNICs, spread over roughly 4.5M CNICs. Of those, 1.5 million are tied to the papers of people who have died. Suspensions follow in phases. If your CNIC is near expiry, confirm its status and details first. Renew through Pak-ID or NADRA and your number stays yours. Then run 668 again as your fresh record.

26 Feb 2026PTA Digital Assistant launches on WhatsApp

PTA’s official WhatsApp helpline went live at 0315-0055055, with a QR code on pta.gov.pk. It answers service queries and routes complaints. Its official name is “PTA Digital Assistant”. It never asks for OTPs or for money.

Jan 2026NADRA facial-recognition fallback for SIM verification

Where fingerprints fail, NADRA’s face-scan certificate can finish SIM biometrics instead. It costs Rs 20 and stays valid for 7 days. Failed prints are common for the elderly and for manual workers. This is a fallback, not a “dual biometric mandate” for everyone. Claims of such a mandate are made up.

19 Jan 2026SIM retention facility for overseas Pakistanis

PTA brought in a retention route so prepaid numbers survive long stays abroad. Turn the service on through your network first. As reported at the time, the SIM then stays alive as long as it sees regular use: a call, an SMS, a data session or a top-up. Check the exact terms with your own network before you fly. With cnic.sims.pk already working worldwide, expats can now both keep and watch their Pakistani numbers from anywhere.
